Betty Guinn Bales Cheatwood Smith

Betty Guinn Bales Cheatwood Smith age 86, of Knoxville formerly of Greene Co. TN. passed away on Sunday, June 24, 2018, at Elm Croft of Halls Assisted Living. She was of the Lutheran faith and served as liturgist and in numerous musicals and teaching positions. Most recently she attended Fountain City United Methodist Church. Betty was a graduate of Marion College, Virginia and Tusculum College, Greeneville. She attended University of Tennessee in both undergraduate and graduate studies where she was a member of Delta Delta Delta Sorority; sweetheart of Phi Sigma Kappa and ROTC sponsor. Betty was a devoted and loving daughter, wife, mother and sister. Her greatest delight was the time she spent with her family and puppy Caesar. She was a talented musician and theatrical performer; she enjoyed sports and was an avid Vols fan. Betty was first Executive Director of the Greeneville, TN Housing Authority and later was employed by a private construction and land development company. In 1973 Betty began a 22 year tenure with Knoxville Community Development Corporation serving in many positions including Redevelopment Director and Deputy Executive Director. She also performed special assignments as Director of Community Development of the city of Knoxville as first Executive Director of Knox Housing and as the first Executive Director of Knox Housing Partnership. She also served as President and Board Director of State and Regional national Associations of Housing and Redevelopment officials. Betty was preceded in death by her loving parents William D. and Edith Guinn of Greeneville, husband Stephen L. Smith, and niece Cynthia Guinn. Survivors include her son and daughter Tony and Terry Bales, special family member Bill Johnson, brother and sister-in-law Colonel (Retired) William D. Guinn, Jr. (Marie), nephews William D. Guinn III and family, John N. Guinn, and extended family and friends. A special thank you to the devoted and caring staff of Elm Croft of Halls and University of Tennessee Hospice. The family has requested in lieu of flowers donations be made to Young Williams or Boys and Girls Club. The family will receive friends Thursday, June 28, 2018 at ROSE MORTUARY BROADWAY CHAPEL from 5:30 pm-7:30 pm, immediately followed by a 7:30 pm memorial service officiated by Rev. Tom Everett.
